Speed our recovery
The government managed to pull together the Road Home program in June 2006. The program, designed to reimburse citizens for property loss due to the breech of government-run levees that collapsed in the wake of the hurricane, was to be state-run and federally funded. However the program was so poorly managed, that the Louisiana State Legislature wanted to fire ICF in 2007.

Helena's Plan:
- I will ensure that the New Orleans region is acting as one when submitting it's recovery plan
- I will ask the State Attorney General to carefully watch the Road Home expenditures to insure that the money is being spent in the right place.
- I will push for stiffer criminal penalties against contractor fraud and white-collar criminals who misuse federal funds allocated for Katrina relief or rebuilding.
